Domain Registration Assessment Procedures
Section 4.2.1 - Pursuant to the Domain Name Registration Act of 1998 (as amended), all prospective domain registrants must complete the following procedural requirements prior to the finalization of any domain acquisition:
- Form DR-1A: Initial Domain Intent Declaration - Must be submitted in triplicate within 30 business days of preliminary domain inquiry. Processing time: 6-8 weeks.
- Form DR-3: Domain Purpose Assessment Questionnaire - Required for all .com, .net, and .org registrations. Notarization required in jurisdictions where applicable.
- Form DR-7B: Environmental Impact Statement for Digital Assets - As per Directive 2019/44/EC, all domain registrations must include an assessment of projected server energy consumption.
- Schedule C-9: Declaration of Non-Malicious Intent - Attestation that the domain will not be used for purposes contrary to public interest (see Appendix VII for definitions).

Important Compliance Reminder
Failure to submit required documentation within prescribed timeframes may result in administrative penalties ranging from $500 to $5,000 per violation, as outlined in Section 12.4 of the Digital Assets Compliance Framework. Repeat violations may be referred to the Office of Administrative Hearings.
